Under the supervision of the Harbor Master – Director, Port Services, the Deputy Harbor Master assists in organizing, planning, and executing port activities while ensuring safety and regulatory compliance. They serve as a liaison between internal and external partners, ensure standards compliance, and coordinate technical and administrative interventions. They are capable of replacing the Harbor Master and the Director of Security in their absence to ensure the continuity of port operations.

Responsabilities

  • Coordinate with the harbor office and direct maritime traffic in the Port of Quebec while optimizing vessel transit, dock usage, anchorage, and the full potential of tides.
  • Anticipate potential issues and ensure that maritime operations and interventions from various sectors or external organizations are properly coordinated and planned by your team.
  • Collaborate closely with several teams within the Quebec Port Authority (maintenance, engineering, cruises, etc.) as well as with our clients and external partners.
  • Plan and coordinate dredging activities and bathymetric surveys.
  • Act as the compliance officer for port standards, laws, and regulations, as well as the application of practices and procedures related to maritime traffic and various operations.
  • Lead investigations to determine the causes of maritime accidents and follow up on reports.
  • Actively participate in various committees, including those on navigation, emergency measures, and other activities under the jurisdiction of the Quebec Port Authority.
  • Prepare regular reports and follow up with management regarding the state of operations.
  • Ensure the integrity of various facilities to meet customer needs competitively, efficiently, and safely.
  • Supervise harbor office team members at the operational level (work schedules, leave approval, training planning, etc.).
  • Perform a variety of technical and administrative tasks, including updating specifications for cruise and cargo ships, producing docking plans, and validating invoices related to the harbor office department.
  • Participate in the continuous improvement of processes for your position and service, as needed.
  • Perform any other related duties.

Qualifications

Formations

College diploma in navigation or equivalent experience

Experience

A minimum of ten (10) years' relevant experience in a similar position or environment
